It is very old (last change 2008), and the format seems to have internal problems, so that if we implement it correctly, it will mess up the data, according to Dr. Moro - the  [[http://moro.heimat.eu/noe-aek/noe-aek.htm|link]] unfortunately is not available any more. There are various companies that implement this data structure more or less correctly, with subtle proprietary changes and incompatibilities.
