This module provides a REST API to communicate with other software/devices using the well-known FHIR interface. It just provides a bunch of plugin hooks and basic code to enable other modules exposing their data as FHIR ressources.

Alternatively, or additionally, it could rely on some other modules (besides core) to provide a basic FHIR interface.
